I’m using spark version 2.6.3 on a Windows 7 32/64 bit machines, some with and without service pack 1. I have no audio alerts on these machines, is there an issue with no audio on Windows 7 machines? Any information or help would be greatly appreciated …

Check the Preferences > Sounds and check if the path to the sound is correct (on 64-bit Windows it should be Program Files (x86)). You can select files manually again. Also, for the contact going offline sound to work you have to enable notifying about contact going offline in the Notifications menu.
Outgoing messages sound is not playing though (though this is not very critical i think). SPARK-1547
Btw, i was testing with the latest nightly build, so maybe it is not working in 2.6.3. You can try latest build then http://bamboo.igniterealtime.org/artifact/SPARK-INSTALL4J/JOB1/build-604/Install 4j/spark_2_6_3_12555.exe
