External Component can not create a pubsub node?

I am using OpenFire 3.6.4 and am trying to have an external server component create a pubsub node. But i get a 403 auth forbidden error.

I am sending this stanza to create the node:

And I recv this error:

I came across this bug report: http://www.igniterealtime.org/issues/browse/JM-931 which seems applicable and is stated as fixed. However I still appear to be having a problem.

Is there something I am not doing correct? Is this possible?

Oh, and just for kicks I changed the from in the create note to a JID of a connected administrator user on the system and I get the same error. Not sure if that is even legal, but tried it anyway.

Is there anywhere in the Openfire admin gui where you can see or modify any settings for PubSub? Can only certain users create nodes? If so how is that configured?
